I don't really get it. Isn't a plastic looking finish similar looking to a regular nailpolish finish with top coat over it? Shiny and smooth?

I found a great tip the other day for matte nails - off bug repellent wet napkins. After I used it I noticed that the shine was completely taken off my nails even after washing my hands.
