Where in the World is Carmen San Diego? OMG. Born 1989, that was one of my favorite shows as a kid. I just don't get the reference.???

I have vivid memories of getting a clue saying Carmen's thieves were hiding out in the 50th State. But I'm talking about the video game and NOT the TV show!
